Mao comments on the recent decline of influence of the two superpowers in their respective spheres, citing as examples Sihanouk in Cambodia and Ayub Khan in Pakistan. With respect to Pakistan, Mao mentions the Pakistani interest in closer relations since the U.S. tilt towards India. He also contrasts the Chinese position on the Kashmir conflict with the one-sided pro-Indian attitude of Moscow.
