Description: In his analysis of the 1968 Political Consultative Committee (PCC) meeting held in Sofia, Vojtech Mastny argues that although the evolving Czechoslovakian crisis provided the background, it was not the reason for the meeting, and that nothing in the records indicates that later in the same year, the country would be invaded by five of its allies. Called at Romania's initiative, the 1968 PCC meeting focused on disagreements among the allies about a possible non-proliferation treaty.
