Description:
In his speech at the 1986 PCC meeting in Budapest, Soviet leader Mikhail Gorbachev states that NATO, and the US especially, are exploiting the socio-economic difficulties facing the Socialist countries. He calls for major changes (perestroika) in the economic, social, and technological areas and emphasizes the importance of strengthening cooperation among the Warsaw Pact countries. Secondly, he outlines the main trends in Soviet policy: To continue with negotiations with the West about nuclear weapons disarmament, and with the multilateral reduction of conventional armed forces.
