Summary of the Second Agenda Item

Description: This summary presents the salient points of a report on the establishment of a central command for the Warsaw Pact's (WP) United Armed Forces (UAF) in times of war. The report was delivered by Supreme Commander of the UAF Viktor Kulikov at the 12th session of the WP Committee of Ministers of Defense (CDM) in Warsaw in 1979. The summary outlines the basic argument of Kulikov's report and of the draft for the establishment of a WP central command. In times of war, the Soviet general staff is to lead the general staff of the UAF.
