Czechoslovak Proposal for Reform of the Warsaw Pact

Feb 1966
Description: This is a 1966 Czechoslovak proposal for reforming the Warsaw Pact (WP). It proposes more independence for the armed forces of the member states, e.g., giving WP members more control over their national armies without the interference of the WP command. The authors also criticize the fact that the Soviet Union refuses to share its plans for the deployment of WP forces in case of war.
