Summary of the Second Agenda Item

Description: This summary presents the key elements of a report presented by the Supreme Commander of the Warsaw Pact's (WP) United Armed Forces (UAF), Viktor Kulikov, on the state and development of the WP armed forces in the period from 1991 to 1995. The report was presented during the 21st session of the WP Committee of Ministers of Defense (CMD) in Moscow 1988. Kulikov outlines plans for the development of the UAF. He admits that problems have arisen with respect to low levels of defense readiness, too slow infrastructural development, and insufficient cooperation in research and development.
