Speech by the Romanian Foreign Minister (Stefan Andrei)

Description: This is the transcript of a speech on disarmament and détente delivered by the Romanian foreign minister at the 1980 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Warsaw. He criticizes the results of the Helsinki Process to date, and argues in favor of necessary confidence-building measures. He also urges the signatories of the Helsinki Final Act to respect the principles of non-interference and political sovereignty, and to strengthen economic cooperation.
