Ninth Interkit Meeting, Record of Preparatory Consultations with Oleg Rakhmanin

Description: This record of a meeting with a member of the Central Committee of the Communist Party of the Soviet Union, Oleg Rakhmanin, deals with relations between the Soviet Union and China. Rakhmanin identifies no visible change in China's foreign policy, since it continues to pursue its anti-Soviet course as well as building up its weapons arsenal. He encourages Socialist countries to improve their anti-Maoist propaganda measures, and stresses that the Chinese leadership is weaker than it seems due to internal party disputes.
