Subject: Failed attempt of "Charter 77" to carry out a provocative political action in Prague

Description: This document reports on the failed attempt of the Charter 77 group to organize a three-day underground seminar in Prague on the issues of human rights, military-police systems, and compulsory and enlisted service in the armed forces of Socialist countries. The document concludes that the West is undertaking systematic actions to destabilize the country in the wake of the 20th anniversary of the 1968 events in Czechoslovakia.
