Public Appeal for a European Security Conference

17 Mar 1969
Description: This public appeal by the Warsaw Pact countries states that a pan-European conference would be a practical step toward strengthening European security. The signatories advocate the extension of economic, political, and cultural relations among all European countries, arguing that military conflicts could be prevented on the basis of mutual cooperation regardless of socio-political differences. They also emphasize that West Germany should renounce its alleged territorial claims vis-à-vis East Germany, and should refuse to stockpile nuclear weapons in whichever form.
