Description: This is the transcript of a speech given by the Soviet Foreign Minister Edvard Shevardnadze at the 1988 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Sofia. Edvard Shevardnadze talks about the ongoing Soviet-US disarmament negotiations, which have not reached a breakthrough yet. He then offers some more fundamental reflections on Soviet-US relations.
