This appendix contains the draft version of the document to be presented at the Conference on Security and Cooperation in Europe in Helsinki by the Warsaw Pact countries. It states that the participants of the conference renounce the use of force as well as the threat to use force against other European countries, and that they recognize and unconditionally observe the territorial integrity of all European states within their existing borders.
